BRASIL'S OVERVIEW CORNER: The United States, its people and foreign policy

         One has to distinguish  between  American  society from  its  government and its   political  institutions, i.e., one should never blame the people themselves   for whatever  bad action is  taken  by  their government. It is difficult  to  see any logical  connection   between a President of  a great nation  with remarkable historical   founding fathers and  at least the last  three  Presidents that have  ruled the nation, being that the  current one is a winner of  a Nobel Peace Prize. Only  Barack  Obama’s  sheer condition  of  being the holder  of a Nobel Peace  Prize is enough  to  regret  what  his government   is doing   in terms  of  foreign  policy.  In spite of   the  fact that he is  the commander-in-chief of  the  country, one cannot  accept  at all  that  his  government  allows  furnishing Israel  with  a great deal of  powerful   deadly  weapons that will  be used  against    the  Palestinians  living  in Gaza Strip. That is in   utter  disagreement  with  the  function   Obama   is  entrusted with.

 If he really  wants  to give  evidences of deserving the  status of a true  statesman, he  should  never   permit  his country to send  weapons which,    even to an allied nation, will certainly  be the  cause of  hundreds of  innocents  killed in  the  territory of  Gaza. Moreover,   this   attitude   is   not worthy  of  a  Nobel  Prize  winner. Rather,  it  sounds as if  the  American  President  were  endorsing all the atrocities   done by  Israel Armed Forces in the conflict  with  Palestinians.

Thus,  Obama’s  government  is not  acting   correctly, but  far otherwise,   he is  contributing to the  declining  position  of  a country  that in the  past  counted upon brilliant    men such as Lincoln,  Washington, Thomas Jefferson,  Benjamin Franklin, Franklin  Delano  Roosevelt,  Martin  Luther King. Of course,  Obama  does not  want  to  spoil the  old good  revered image of  the United States. Therefore,  it is in his hands  to  show  the world’s nations  that  his country  will not   be co-responsible for   high levels tolls of  children’s   deaths in  Gaza Strip. He has to   draw up a peace  plan    to  change   his strategies. In other words,  he should  rather endeavor to take steps  towards achieving  a lasting   truce  in the  Palestinian-Israeli   conflict.. Only by  shifting  his  strategies  would  he  help both  Israel and  Gaza Strip.

The international   Community   can no longer  stand  watching so much  bloodshed unworthy of   our times and our  condition  of supposedly  educated and  civilized human beings.  Several non-profit world institutions  havae   the scope  to  look for  ways to  avoid  wars and  instead  striving  for  peace by doing their best to  achieve their aims along these lines. For sure, the  UN and  other  instances of world  power have  worked  so as to   find  ways  to solve  the conflict  through  peaceful  men, i.e.,  through  conversations   and  planned  meetings carried out  by  representatives of  both sides  of  the war.

However,  organisms  of world   security, have   not yet taken  so far  a   decisive step   towards solving  the Palestinians-Israelis conflict. I guess   all is not  lost: there must be a way out to come to an  agreement  involving  both  sides and, to  achieve it  is by no  means   through  one of the   ways  used by   Obama’s government: by  selling or sen ding  weapons  to  Israel government. Actually,  this is the  wrong  manner of  tackling this   important   issue.

If the USA   wants  peace among the two  opposing  peoples, Obama    should   stop sending  successive  amounts of  lethal  arms  to  strengthen  Israeli military forces. By the way,    the   role played  by  International  Amnesty organization, including its branch  located in  Brazil.  is not only to denounce wrongdoings by any nation, but also to look for ways to reach peace and help unprotected  people  around the  world. 
Should USA go on behaving   diplomatically   like this,    Abe  Lincoln’s leading  nation will surely   gain  growing  unpopularity and even  hatred   of  several  world nations. So, Obama knows  that  his  political   positions for foreign affairs leaves much to be desired  as it follows a wrong  direction that will only  harm him as President both  in the USA and abroad.

Rest assured that   this columnist is not   advocating   only the side of  the  Palestinians. I can   understand  Hamas’   group warlike strategies should be changed too, and this could only be  attained  by putting aside  any terroristic  trace   this armed  group   has been  known  for. Their  stance  must be  changed  into  norms of  political  positions  in  dealing with  Israel. In other words,  Hamas should   strive for conquering their  rights  and  territory  through  frank dialogs with  the  opposed side in such a way  that  they  end by  having  their  claims accepted by Israel government. On the other side,  Israel  must stop  killing  innocents  from  Gaza. If we   counted  the fatal victims  from the side of  Gaza,  we would  easily see that the    toll is  disproportional  in relation  to the Gaza victims,  chiefly children and civilians. .If we also  take into account casualties numbers,   armed  men  deaths toll from  Gaza are far  superior to those from Israel. The same holds true for wounded ones.

Countries  that  maintain  diplomatic  relations with  the  USA  should try to  persuade  the USA government,  at  meetings  held in the UN, to give up  arming more and more  Israel to fight  Palestinians. No one would say  the conflict is a simple  problem  to  solve, but it is  quite  reasonable  to  understand  that there are  concrete possibilities  for both sides  to come to   feasible compromise. It all depends on not being  too insensitive  to pave the  way   for  the desired  peace. Consider a good example here in  Brazil where immigrants Arabs and Jews get along very well and so  with no  conflicts  whatsoever between   them. Such   an example should be followed in  the Middle  West. After all, we are   humans,   beings endowed with   intelligence and  reasoning, therefore,  people  able to   live in harmony and  independence, wiping out  for ever  ethnic   hatred.

By  continuing fighting   each other,  both sides   will only  lose  as far as  devastations are concerned: cities  destruction,   the high financial  cost  of  a lasting   war,  deaths, mutilated  people,   historical  patrimony and, above all, an absence of a  peaceful living.

A final question: is it   possible   to   reach  the  goals leading  to peace? Yes,  it is quite  possible. Should we prioritize  humanitarian  reasons, that would undoubtedly be  a first great  step ahead. Nevertheless,  should  this  suggestion  be   discarded, I am  certain  that  these  conflicting   peoples  shall never have a deserved and definitive  peace.

If  I addressed a heart-felt  message to the President of  the United States, I would  not hesitate  to recommend  him this piece of advice: stop  sending  heavy deadly  weapons to Israel if you wish to   justify  your  receiving the Nobel Peace Prize Award in 2009 together  with Thorbjorn Jagland.

Os Estados Unidos: seu povo e sua política internacional

Deve-se  distinguir a sociedade americana  do seu governo e de suas instituições  políticas, ou seja,  não se deve nunca  pôr a culpa no povo por quaisquer que sejam  as  ações tomadas  pelo seu governo. Difícil  é ver alguma  relação  lógica entre um Presidente de uma grande nação  construída  pelo brilho de  seus  pais fundadores e pelo menos  os três últimos  presidentes que a governaram, sendo que o atual é um detentor de um Prêmio Nobel da Paz.Só que  a  simples condição de Barack Obama como  ganhador de uma Nobel da Paz é suficiente para lamentarmos  o que seu  governo  anda fazendo no que  respeita à sua política externa. A despeito de ser o comandante-em-chefe do seu  país, não se pode aceitar absolutamente  que seu  governo  permita suprir  Israel de uma  grande quantidade  de  poderosos  armamentos mortíferos  a ser empregado contra os palestinos da Faixa de Gaza. Essa atitude está  inteiramente  em  desacordo com  a função  que lhe  é  atribuída  ao cargo.

Se na realidade  ele  quiser  dar demonstrações   de que é merecedor  do status de um verdadeiro estadista,  ele jamais  deveria   consentir que seu país  enviasse  armas, mesmo a uma nação  aliada, que viesse  provocar  a morte de centenas  de inocentes no território de Gaza. Além disso,  esta atitude não é digna de um  ganhador de  um  Nobel da Paz. Pelo contrário,  o  Presidente americano  nos ´dá  a impressão de que avaliza   todas as atrocidades  perpetradas pelas Forças Armadas  israelenses no conflito com os  palestinos.

Desta forma,  o governo de Obama não  está  agindo  certo, mas muito ao contrário,  está  contribuindo  para a posição  de declínio de um país que, no passado,  já contou  com  homens  brilhantes como  Lincoln, Washington, Thomas Jefferson, Benjamin Franklin,  Franklin    Delano  Roosevelt, Martin Luther King, entre outros. Obama não  desejaria  macular a velha e boa imagem  do passado  americano. Portanto,  a ele caberá  mostrar às nações do mundo que seu país  não irá  ser co-responsável pelos altos índices de mortes  de crianças na Faixa de Gaza. A ele  cabe  formular um plano de paz a fim de  mudar as estratégias que vem  empregando. Em outras palavras,   antes deveria   esforçar-se para tomar medidas  em direção  a uma  trégua  duradoura no conflito. Somente alterando  suas  estratégias ele estaria  colaborando com os dois lados..

A Comunidade  Internacional não suporta mais  assistir a tanto derramamento de sangue,  algo  indigno  para os  tempos  atuais e para a nossa condição  de seres  humanos  instruídos e civilizados. Várias instituições mundiais  não-lucrativas, têm finalidade   procurar meios  de evitar  guerras e,  tanto quanto possível,  envidar  esforços na direção  da paz. Obviamente,  as Nações Unidas e outras  instâncias mundiais do poder têm  trabalhado de modo a  solucionar  o conflito através de meios pacíficos, i.e., através de  conversações e reuniões   programadas  conduzidas  por representantes  de ambos os lados  da guerra.

Todavia, até agora nenhuma medida decisiva  de organismos  mundiais de segurança  foi tomada com vistas a solucionar  o conflito  palestino-israelense. Creio  que nem tudo está perdido: deve haver uma saída  para se chegar a um acordo satisfatório  a ambos  os lados e,  para  consegui-lo, não é certamente  através dos expedientes  utilizados  pelo governo de Obama: vendendo ou  enviando armas  a Israel. Na realidade,  este é um modo  equivocado de  enfrentar  esta  questão  relevante.

Se os EUA desejarem paz entre os dois  povos, cumpriria  a Obama parar de  enviar  sucessivas  quantidades de armas letais a fim de fortalecer os  israelenses militarmente. Por sinal,    o papel desempenhado  pela    Anistia Internacional, inclusive sua  representação no  Brasil, é  o de denunciar malfeitos praticados por quaisquer nações, assim como  procurar  caminhos   que levem à paz e ajudar  pessoas  desprotegidas no mundo  todo. 
No caso de os EUA prosseguirem  nessa linha  diplomática, a influente  nação  de Abe Lincoln com certeza tornar-se-á ainda mais  impopular e será  vítima do ódio de várias nações do mundo.Por conseguinte,  Obama tem consciência de que sua  posição política para assuntos   estrangeiros deixa muito a desejar já que segue uma  direção  errônea que apenas  o prejudicará como  Presidente tanto no EUA quanto no  exterior.

Que fique claro   ser a posição  deste colunista a de não defender apenas o lado palestino. Posso entender que  as estratégias belicosas  do grupo Hamas devem ser  modificadas  igualmente, e isso somente  poderia  ser  concretizado caso  este grupo armado colocasse de lado seu  traço  terrorista pelo qual ficou  conhecido. Esta postura deve ser alterada  para  posições  políticas em lidar com os israelenses. Em outras palavras,  o  Hamas deveria esforçar-se para  conquistar seus direitos e território através de diálogos  francos com os seus opositores de tal sorte que suas reivindicações  sejam  aceitas  pelo governo de Israel. Por outro lado,  Israel  deve  deixar de  assassinar  inocentes de Gaza. Se contássemos as vítimas  fatais  do lado de Gaza,  facilmente  veríamos  que a estatística é  muito desproporcional em  relação às vítimas de Gaza, sobretudo em número de crianças e civis. Se da mesma forma  levarmos em conta as baixas militares, as vítimas  de Gaza são muitíssimo  superiores às de Israel. O mesmo  raciocínio  serviria para o número de feridos.

Países que  mantêm  relações diplomáticas  com  os EUA deveriam  procurar  persuadir  o governo americano, em  reuniões  das Nações Unidas, a desistirem  de armar cada vez mais  Israel. Ninguém  diria que  o conflito é fácil de ser  contornado, mas é bem razoável  entender que  há  possibilidades  concretas para ambos os lados  chegarem  a acordos  exequíveis. Tudo depende de maior sensibilidade a fim de pavimentar  um caminho em direção  à paz ansiada. Veja-se o  o bom exemplo no Brasil onde imigrantes árabes e judeus convivem em harmonia, sem  quaisquer conflitos entre si. Esse exemplo deveria ser   imitado no Oriente Médio. Afinal de contas,  somos  humanos, seres  dotados de inteligência e razão, por conseguinte,   pessoas capazes  de viver em  harmonia   e independência, apagando para sempre  o ódio  étnico.

A continuarem se  digladiando, ambas as partes somente  terão prejuízos e devastações: cidades arrasadas,  alto custo  financeiro devido  a uma  combate  duradouro, mortes, gente mutilada,  patrimônio histórico  perdido, e, acima de tudo,   a ausência de uma  existência  em paz.

      Uma pergunta final: é  possível atingir os objetivos que conduzem  à paz? Sim, é bem possível. Se   colocássemos  as prioridades nos motivos humanitários, isso  sem dúvida seria o primeiro  grande  passo dado. No entanto,  na hipótese de  descartarmos   esta recomendação,  tenho  certeza de que estes povos  em    conflito não hão de  merecer  uma paz  definitiva.

    Se tivesse que me dirigir de coração aberto ao  Presidente dos  Estados Unidos, não hesitaria em dar-lhe um  conselho:  elimine a remessa  de armas  pesadas e mortais a Israel se desejar  fazer jus  ao Prêmio Nobel da Paz que lhe foi  concedido, juntamente  com  Thorbjon Jagland, em 2009.
